Can I keep an injured Monarch?

Hi, it's been a long time since I've posted, but I'm still rearing and releasing annually

Today I released my boy and girl that emerged yesterday, the girl flew off like normal, but the boy fluttered to the ground and staid there ... I sent the kids inside and went to rescue him from the underbrush that he fluttered into, letting him go a second time he fluttered to the grass, it was then that I noticed that the top of his wing bent when it brushed up against something, so he's unable to fly ... so I scooped him up and took him inside, he's in a mesh cage with Butterfly Bush clippings and I'll get him some red Gatorade tonight

My question is am I ok to keep him inside until he lives out his life? ... I figure keeping him here away from predictors is safer for him then becoming someones dinner, but can I get in trouble for doing it?

If you have any tags, I use the orange ones on the top to repair wing breaks. You put one on the top of the wing and one on the bottom. I had to get help from a friend to do this.

I don't know the rules in Canada. I'm pretty sure if the butterfly can't fly then your taking care of it would be better than letting it die.

I repair many wings as Mona stated. It works well most of the time.
