Potted Milkweed

I have milkweed in pots sitting in my garden, getting 4-5 hours morning sun each day.

This spring I repotted some using a mixture of potting mix, bagged cow manure, and some garden dirt. The plants are not growing fast or sprouting leaves very fast. Some of the new leaves are turning yellow fast on some plants while others are not getting any yellow leaves at all. Most plants are between 6 - 12 inches. I have been watering them every other day.

I haven't been having much of a problem with aphids and I clean them off as soon as I seem them so I don't think they are the problem.

Does anyone have any ideas of what I may be doing wrong?

Is the manure composted or fresh? Fresh releases high amounts of nitrogen and ammonium that can burn plants and turn their leaves yellow.

Yes, the cow manure is the bagged kind from Lowe's.

I'm going to take the milkweed and put them where they will only get filtered sun light.
I'm hoping that might be it.
