Cats oozing green and dying

I have always transplated milkweed into pots, then put the pots into our screened in Monarch habitat my husband built, but this year I am losing so many young cats. I have no reason as I don't use any pesticides in my gardens period. The only thing I can think of is when the mosquito guy comes along and sprays at night in our neighborhood - this might have affected my milkweed. I am so sad this year - not having too much luck. I guess it's the unknown that bothers me. Also, can I just cut milkweed and put into water for my cats? It sure would save a lot of back-breaking potting of the milkweed. I hope someone can shed some light on this. Thanks! Certified Station 670 :(
