I have had milkweed bugs for over a month now and they are simply mulitiplying like mad. I have searched several sites and have found conflicting information on their impact on the milkweed. Do they actually harm the mature plants or do they simply eat the seeds and move on? I have read that they will start to attack the plant, killing it in the end. I do not want to have to kill the little guys, but I have recently tried to control them with Safer Soap which does not impact them much. If I need to get rid of them, would Neem be safe for any cats? Thank you for your help in advance!

I see them by me and they dont kill the plant, yes they drink the juices, but the plant wont die.
