Latitude Question -

The latitude for Westminster, Md is 39 - and peak migration is 14 - 26 of September - So, I'm guessing these are not the migrators? Am I correct to assume this? I don't want to waste my tags so any suggestions will be welcomed.

For Maryland:
Latitude; Midpoint; Peak in monarch abundance
39; 22 September; 14-26 September
