Questions regarding Monarchs in Tampa Bay Area

This is my first time writing a post. I have some questions regarding Monarchs in the Tampa Bay area. If anyone could help me I'd appreciate and if you have any extra info about them in this area I'd love to know about it.

Do they fly to Mexico in fall or do they stay here all winter. Do we get the northeast Monarchs here during winter?

I tagged about 23 Monarchs starting in 1st September. The ones I tagged September through to the second week of October didn't hang out in my garden once I released them but the ones I tagged around mid-October still are coming around my garden occasionally.

And do they breed all year round!?! I still have cats and eggs on my milkweed. I thought I was going to have a little break from collecting them during the winter season. Unfortunately I didn't pick them off the milkweeds and bring them in last week before the cold snap and lost them all. I learned a lesson there.
